ColumbiaGrid, a non-profit membership Washington corporation, was formed in 2006 to improve the operational efficiency, reliability, and planned expansion of the Northwest transmission grid. Lloyd Meyers, Shelly Richardson, and Ed Sienkiewicz are the independent directors of the corporation. Jon Kaake is the President and Chief Executive Officer, Paul F. ColumbiaGrid has substantive responsibilities pursuant to a series of Functional Agreements with Members and other Qualified Non-Member Parties. These agreements relate to planning, reliability, OASIS, and other development services. The agreements have been and will continue to be developed in a public process with broad participation. ColumbiaGrid is currently providing independent, single-system transmission planning and expansion services under the Planning and Expansion Functional Agreement, which became effective on April 4, 2007. ColumbiaGrid has prepared an Attachment K Template. In addition, the Board adopted a Policy Statement regarding FERC Order No. 890 Regional Planning in May, and ColumbiaGrid’s Perspective and Proposal on Sub-Regional Coordination in July. ColumbiaGrid is also providing reliability services under the Developmental and Staffing Reliability Functional Agreement which became effective on April 18, 2007.
The current Members of ColumbiaGrid are Avista Corp., BPA, Chelan County PUD, Grant County PUD, Puget Sound Energy, Seattle City Light and Tacoma Power. All Northwest control area operators are welcome to join ColumbiaGrid as a Member. Snohomish County PUD has signed the Planning and Expansion Functional Agreement and the Developmental and Staffing Reliability Functional Agreement as a Qualified Non-Member Party.
